FUTURE - IN THE HANDS OF THE TEACHER

The Parliament approved the Law "On the status of a teacher." The significance of this event is determined by the fact that for the first time the rights and obligations of a teacher are spelled out in law. In addition, this document presents a whole range of measures, which includes the main directions of forming a positive image of the profession of a teacher, creating the necessary conditions for his fruitful activity, social security. In fact, the Law presents a modern model of social protection and support for employees of educational institutions.

For example, it provides for the expansion of the social package, incentives, intangible rewards. Local executive bodies obliged to create favorable conditions, additional incentives and incentives for success in professional activity.

The law provides for the rights of a teacher in the field of professional activity. As you know, the role of the teacher is leading in training. The provisions of the new Law enable teachers to reveal their creative and research potential, motivate them to be included in research activities.

Today, teaching work is not only a combination of students' competency-building activities, but also participation in the development of educational programs, new ways of communicating with students, and research activities.

Changes in the conditions of teaching at a Kazakhstani higher school are associated with the development of new forms of organization of the educational process, the transition of higher and postgraduate education organizations to autonomy, and the formation of new educational strategies by universities. There are new requests from consumers of educational services, including distance learning and open educational resources. In other words, there is a technological modernization of teaching work, its employment and load are changing. The quality of the teacher in the new Law imposes special requirements.

The activities of a higher education teacher are a form of complex labor. This is a high-quality and long-term education, significant financial costs for the preparation of a higher education teacher, intensive intellectual preparation, and the long-term formation as a teacher. The teacher should not only understand the purpose, meaning, purpose of his work, competently motivate, be competent. He must develop students' life skills, competencies, independence, creative abilities.

Particular attention in the Law is given to flexible skills, the development of students' social competence: “... it is necessary to educate children in the spirit of respect for the law, the rights and duties of a person (citizen), high morality, patriotism, respect for parents, elders, family values, cultural and "the historical values ​​of the country, its state structure and symbols, respect for the world around us."

In my opinion, educational work should be carried out in universities. The formation of a personality of adolescence continues in the context of studying at a university. The main educational task during the period of study at the university is to, on the one hand, help first-year students to adapt to new learning conditions.

Another task is the formation of their student team. And here a teacher should set a personal example. His culture, erudition, moral qualities, appearance, speech should be exemplary.

Another feature of higher education is the encouragement of creativity, initiative, independent knowledge acquisition. The law obliges teachers to constantly improve their qualifications and competencies in educating students. A few words about the assessment of the quality of pedagogical activity. Qualification, creative potential of a teacher cannot be measured by any numbers. The teacher’s competencies are one of the factors in the successful formation of the country's human capital.

 The new Law states that, along with the appropriate education, persons who meet the qualification requirements specified in professional standards have the status of a teacher.

In 2018, the professional standard “Teacher” was approved, the conceptual basis of which is the model of a modern teacher. The standard sets the task for the teacher to master new professional competencies: work in information environments, work in the context of the implementation of the inclusive education model, etc.

Particular attention is paid to the pedagogical, educational, developmental functions of the teacher, the implementation of which will allow the teacher to become competitive. Significant changes that have occurred in recent years in the field of higher education in Kazakhstan, are of particular interest to the problems of the magistracy of scientific and pedagogical direction. This is due to the increased need for the pedagogical skills of university teachers, as well as for the new values ​​of the university teacher, not only as a professional, but also as a mentor to youth.

All this requires a discussion of educational programs, teaching methods and techniques, organization of independent work, practice, writing a master's thesis.

Of particular note is the quality of teaching practice. She plays a large role in the training of masters. Independent preparation for conducting training sessions, participation in the development of methodological and teaching aids helps to better navigate the scientific-informational and educational space. Conducting classes develops a culture of speech and communication, allows you to strengthen the skills of systematizing data, presenting the material in a logical sequence.

As you know, a high level of education allows you to get higher incomes. For example, in September, our university increased the salaries of teachers two or more times. Qualitatively new approaches to the selection of teaching staff were developed and introduced, stimulating the influx of young personnel; created the conditions for the constant scientific growth of the faculty.

As the American teacher Arnold Tompkins said: "The Teacher’s lifestyle is part of his professional armament." I believe that the adopted Law on the Status of Teacher will undoubtedly contribute to improving the quality of the educational process and training innovative personnel for the country's economy. Since an increase in status, as you know, entails an increase in responsibility.
