The program "Рухани жаңғыру" was developed on the basis of the provisions of the article of the Head of the state" Looking to the future: modernization of public consciousness", which was published on April 12, 2017. It outlines the main goal of the nation for the new historical period: to preserve and increase spiritual and cultural values, to enter the 30 developed countries of the world. The program includes several projects aimed at achieving these goals.

Nursultan Nazarbayev also proposed to develop the program "Туған жер"("Native land"). According to him, over time, this program will expand its borders and grow into the program "Туған ел" ("Native country"). The program provides for large-scale work in the field of education, in the environmental sphere, in the improvement of settlements, as well as the restoration of cultural sites and historical monuments. Must be "linked in the national consciousness together with the complex of monuments around the place and mausoleum of Kozha Ahmet Yassaui Taraz ancient monuments and the burial of Becket-ATA, the ancient complexes of Eastern Kazakhstan and the sacred sites of Semirechye, and many other places. All of them form the framework of our national identity."

In addition, Nursultan Nazarbayev considers it necessary to develop the project "Жаһандағы заманауи қазақстандық мәдениет" ("Modern Kazakh culture in the world"). The goal of the project is to tell the world about the uniqueness of national culture. To do this, the head of state said, the national culture must speak all six UN languages – English, Russian, Chinese, Spanish, Arabic, and French.

The President of Kazakhstan also drew attention to the need to preserve the "national code" and culture, because without them there can be no revival. However, in order to get ahead, according to him, it is necessary to "renounce the regressive, backward manifestations of the past that hinder the development of the nation." For example, the head of state calls for the eradication of fraternity. Nursultan Nazarbayev reminded us that Kazakhstan is building a meritocratic society where everyone is evaluated by professional competence.

The President stressed that the age of radical ideologies is behind us, and the country now needs clear and future-oriented guidelines.

The future of the modern human community depends not only on the level of technical and economic growth but also on the quality of human capital. "In the new reality, the internal desire for renewal is a key principle of our development. To survive, you must change. Those who do not do this will be buried in the heavy sand of history" (N. A. Nazarbayev) [1]. The program of modernization of public consciousness allows uniting intellectuals, youth, representatives of all segments of the population around the ideas proclaimed by Elbasy N. Nazarbayev.

The new format of modernizing the education system is due to the importance of changing times. Every member of society should know that education is the foundation of future success. The emergency situation in Kazakhstan related to the coronavirus pandemic immediately affected the educational process in all educational institutions: schools, colleges, universities. The decision of the government of the Republic to introduce quarantine measures to ensure the safety of life and health of Kazakhstanis has changed the usual form of receiving educational services. Including in the sphere of compulsory education at all levels of education. But thanks to the timely and decisive actions of the state and the Ministry of education, students and schoolchildren today continue to study and prepare for the end of the current academic year in the form of distance learning.

Kazakh universities recognize that dialogue in education is currently acquiring a new qualitative dimension and content. The President noted that we need to take advantage of the crisis and radically reform education, science, and healthcare.

The process of transition of young students to distance learning was associated with many well-known problems: a large load on the Internet provider network due to the simultaneous transition of a multi-million army of students at all levels of education and training to distance learning.

However, first, thanks to the centralized efforts of the government and the Ministry of education to solve the existing problems, and secondly, the appearance of various training programs, online courses, and webinars, the situation is leveled.

Modernization of higher education is actually being implemented in our country today and is aimed at a qualitative update of the teacher and student. Today, the educational process is carried out in the conditions of extreme dialogical interaction of pedagogical concepts, critical re-evaluation of their own theories. There is a new level of education that meets the requirements of modernity. In connection with the global challenges of the XXI century, a qualitative change in the status of the e-learning system is brewing from the status of technology to the status of a high-quality form of education (we will not dwell on the fact that Kazakhstan's education already has experience in distance learning). In our opinion, the success of distance learning depends on the motivation of both the teacher and the student. And the motivation is simple - without education, a real spiritual tradition will never take place. In this case, the teacher-student, teacher-pupil are the main persons who carry the tradition as participants in the dialogue. Universities and schools understand the essence and significance of work in this direction: as N. Nazarbayev noted in the Program "Рухани жаңғыру": "The Future is created in classrooms" [1].

The focus on dialogical communication and mutual reflection of teachers and students with the educational society, in the critical development of the observed social changes generated by the coronavirus attacking the planet, becomes dominant in the upcoming new methodology of the educational process.

In modern conditions of computer and communication technologies, the picture of distance learning is filled with updated content, there are a number of advantages of computer telecommunications in the context of training: it is not easy and at the same time interesting. The main role in these changes belongs to the teacher, who both teaches and is forced to constantly learn. The teacher is faced with the task of mastering many new technologies, being in touch with digital resources, evaluating the advantages of educational platforms, and being more intellectually prepared in the field of modernizing education than before. In our opinion, in the context of distance learning, the main goal of the teacher is to solve the issue of accessibility of the source of knowledge, the objectivity of knowledge assessment, the full-fledged training of students, and each student individually. The most important thing is that students and young people get a high-quality education, do not forget their language, culture, history, and are guided by them on the way to the future [2]. This implies the need for the younger generation to develop high moral, moral, psychological and ethical qualities, among which citizenship and national identity are important, responsibility for the fate of the Fatherland and readiness to protect it, respect and promote the traditions of social harmony and unity of the people of Kazakhstan that have developed over the years of independence in Kazakhstan.

The program "Рухани жаңғыру", focused on the revival of spiritual values of Kazakhstanis, taking into account all modern risks and challenges of globalization, is designed to increase the competitiveness of Kazakhstan in the world, preserve national identity, popularize the cult of knowledge and openness of consciousness of citizens. These qualities should become the main reference points of a modern Kazakhstani.

The program of modernization of public consciousness allows us to consolidate society, unite intellectuals, youth, representatives of all segments of the population around the ideas proclaimed by the Head of state. The implementation of all areas of modernization takes into account the needs of society, with the active involvement of the scientific and expert community, representatives of civil society, and young people.

The current speech of the President only confirms the correctness of those former intuitions, the correctness of the intentions laid down in the book, which today take on the character of political and philosophical doctrine, a whole, worldview policy.
