IN ENU TOOK PLACE THE ROUND TABLE DEVOTED TO DISCUSSION OF THE NEW MESSAGE OF THE PRESIDENT

On the third of November at the transport and energy faculty held a round table devoted to the discussion of the Message of the President of the Republic of Kazakhstan N. Ah. Nazarbayev to the people of Kazakhstan dated October 5, 2018. Topic:"International standards of regulation of entrepreneurial activity (business)".

The Address of the President of Kazakhstan pays special attention to the creation of favorable conditions for business. The importance of the development of small and medium-sized businesses, as well as the fight against the shadow economy. Priority will be given to the expansion of the business environment and the protection of business from administrative pressure. President the importance of industrialization, which should become the flagship of the introduction of new technologies, should become more innovative.

The event was organized by the Department of standardization and certification. The round table was attended by the faculty of the Department "Civil and environmental law" of the faculty of law of ENU, representatives of KTM MID RK, the Department of commercialization of ENU.

The moderator of the meeting was Baigazieva Bahytkul – head of the Department "Standardization and certification", doctor of technical Sciences, Professor.

 

Deputy Dean of the transport and energy faculty, candidate of technical Sciences, associate Professor Sultanov Timur made a welcoming speech. He noted the importance of the meeting, paid attention to the tasks set by the President to further improve the welfare of Kazakhstan.

Next, a presentation was made by Karimov Galmaida - the head of Department of methodology of accounting and registration of RSE "Kazakhstan Institute of standardization and certification" MEMST of the RK. In her speech, she focused on the new law "on standardization": "the New Law opens favorable conditions for entrepreneurs. Many of the procedures and mechanisms are simplified with the aim of creating comfortable conditions for business. For example, the organization with the required standard for the manufacture of its products. It submits the application, we look, and if the standard is necessary, there is a good feasibility study, we include the application in the standardization plan. Currently, it is possible to make a request on the electronic platform, the paperwork is eliminated."

The speaker also focused on the issues of E-TC (electronic technical committees), which develop standards from a professional point of view, organize platforms for discussion in electronic format, thus providing invaluable assistance to entrepreneurs.  Galmeida Hello examined in detail the question of the draft Strategy in the field of standardization. This document is created with the purpose of promotion of the Kazakhstan goods on foreign markets, increasing their competitiveness, reducing trade barriers. Tool-development and application of national standards, simplification of procedures for the application of international standards. It is necessary to pay attention to a very important aspect: the active participation of business in the development of draft national standards.  This is necessary to avoid cases where the standard is developed, but the entrepreneur can not produce products that meet the requirements of this standard, as the requirements are not feasible. Great emphasis is placed in the Strategy on how to improve the quality and safety of products and services, to protect the market from counterfeit and counterfeit products.

At the end of his speech Galmeida Karimov urged all present to actively participate in the implementation of the tasks set by the Head of state.

A report on topical issues of improving the quality of life of the population and protection of entrepreneurial activity was made by doctor of legal Sciences, Professor of Department "Civil and environmental law", FACULTY Mukasheva Anar Abaihanova. "In The President's Address, much attention is paid to the quality of life of Kazakhstan. The quality and safety of goods and services is a political issue. And it is not for nothing that our President in his Address to the people gave a number of specific instructions to ministries, law enforcement agencies, the Supreme court.  Many instructions have been given to the Ministry of national economy and the Ministry of education and science. The block of instructions is given to us, lawyers, on preparation and improvement of bills. We are now actively cooperating with entrepreneurs on the protection of their rights. It's no secret that the country imported a lot of different products, including low-quality and unsafe for the life and health of Kazakhstan. This causes great damage not only to the population, but also to our national economy. The first problem of our entrepreneurs is the shadow economy. Our business cannot fight the shadow economy on its own. Here it is necessary to approach comprehensively. One of MEMST can not solve the problem.  The issue of support of our entrepreneurs is relevant. Many entrepreneurs work at a loss, often due to pressure from government agencies. Not cheap services of certification, laboratory testing of products. And another big problem is the level of our national standards. Not all national standards are qualitative. Therefore, international standards are a priority. We must stand up for national standards."

Mukasheva Anar in her speech focused on the problems of public procurement, the presence of corruption risks.  "Often, when choosing a provider and developing the technical specifications of the benchmark is carried out with use of request of price proposals, with the decisive condition is the price. And it directly affects the quality and safety of purchased goods", - said the Professor. At the end of her speech, she stressed the importance of the event.

Head of the Department of technology commercialization of ENU, an expert on commercialization Sergey Smailov paid much attention to innovation as a type of business: "the President of THE country focused on innovative business development.  The most important thing for innovation is demand. Why do many of our applications for funding research projects not pass? Does society need it, does business need it? And the demand can be predicted. Now everything is in the public domain.There is a database of technological requests.  But we, unfortunately, do not use it. There are different state target programs, they clearly indicate what you need to focus on. Visit the sites of regions, regions, cities. Everywhere there are strategic plans, opened, looked at how the economy of the region, city, village will develop. Thus, it is possible to predict the demand for a particular technology or product."

Sergei Temirbolatovich elaborated on the patent and licensing policy, development stages of an innovation project. "There is a database of technological requests on the NATR website. Any scientist or entrepreneur can go to the NITR page, choose a partner for the development of innovation. This is especially important when choosing an investor. It is necessary to be able to present the idea correctly, to offer partnership. There are start-UPS, business incubators. Business is now on the move, but not as active as we would like. Entrepreneurs often do not pay attention to some things. For example, if your business has intellectual property, if it is protected by a patent, its value increases significantly, our Department helps scientists of our University to participate in commercialization projects".

Sergey Smailov drew the attention of the audience to such a moment as learning how to do business. "The Address of the Head of state speaks about improving the competitiveness of business, the quality of human capital. Training of rural entrepreneurs.  "Buy-sell" - this is in the past, it is not interesting. We have a school of entrepreneurship in ENU, in fact, we are doing it.  How to turn knowledge into money?  For you, students, technology entrepreneurship is closer. We teach students how to open a business, how to present their idea. Any student can come to us, get advice on projects.  Students who work in our business incubator are already making money. Many students participate in scientific projects.  All projects need specialists in standardization and certification".

Senior lecturer of the Department of civil and environmental law Marat Nurzhan focused on the problems of entrepreneurs that arise in the international integration of our country (WTO, EAEU, etc.): "it is not easy for our entrepreneurs to survive in these conditions. Their products must be competitive in the domestic and foreign markets and meet international requirements. There are contracts for the supply of products, they often have disputes concerning the quality and safety of products supplied, their compliance with international standards. And there is a lack of competent and competent specialists. This is indicated by the Head of state. We have a "Law on technical regulation", recently adopted a Law "on standardization", there are codes relating to the health and quality of life of the population.   The laws are perfectly written, but the problem is in their implementation.  It's no secret that the number of cancer diseases has increased due to the consumption of low-quality and dangerous products. There are regulatory authorities, of course. But that's not enough. The President is talking about it. Here it should be noted also consumer illiteracy of the population in questions of certification of production and servants. The President instructed to create a body to control the quality and safety of products sold on the market. The President paid great attention to the social responsibility of Kazakh entrepreneurs to the population of our country".

 

The reports aroused great interest among the audience, speakers were asked many questions. It is noteworthy that the discussion of the issues raised was continued after the official conclusion of the round table. The participants of the event spoke well about the results of the round table and thanked for the opportunity to Express their opinion. As a result of the round table, a resolution was adopted.
