As you know, improving the competitiveness of the economy of any state depends on training. The labour market is constantly changing, new professions are emerging. One of the factors affecting the labour market is technological change.

Since 2012, the Republic of Kazakhstan has been working hard to develop a national qualifications framework, sectoral qualifications framework and professional standards. One of the key stages of this work is to harmonize the requirements of the labor market and the education system.

At this stage, there is a serious work of organizations of entities to develop educational programs together with employers. This is an analysis of the labor market, the formulation of competencies, learning outcomes and criteria, linking them to innovative learning technologies.

The creation of a modular educational program begins with a study of the requirements of employers. As a result of the analysis of professional activity the model of competences is formed. An important role in this process is carried out by graduates of the educational program. They can answer to what extent their knowledge, skills and abilities were useful in professional activities, whether they met the requirements of their employers. Their proposals to improve educational programs are of great importance in the development of educational programs.

Kazakhstan already has experience in developing educational programs based on professional standards. In this context, it should be noted the active participation of the Department of standardization and certification in the development of Sectoral qualifications frameworks and the development of professional standards in the field of technical regulation and Metrology.

A presentation on "Development of educational programs based on competence approach" was made by head of the Department "Standardization and certification", doctor of technical Sciences, Professor Bakhytkul Baikhozhaeva.

In her report, she focused on the principles of competence-based approach to learning, the stages of formation of the educational program, the formation of learning outcomes and criteria for achieving them.

Candidate of technical Sciences, associate Professor Fatima Yermakhanova stopped in her report on the results of designing modules of educational programs.

Employers and graduates took an active part in the discussion of educational programs.

She also proposed to include disciplines on state control (supervision) of products, which is relevant for the Customs Union.
