ENU explained the norms of universal declaration

The Eurasian National University hosted a meeting of teachers and staff with representatives of the authorized state revenue body to clarify the norms of legislation regarding the implementation of the universal declaration of quasi-public sector employees and their spouses from January 1, 2023.

At the event organized by the Ministry of Finance of the Republic of Kazakhstan, Vice-Minister of Finance Yerzhan Birzhanov, Deputy Chairman of the SRC of the Ministry of Finance of the Republic of Kazakhstan Kairat Miyatov, Deputy Head of the Department for Work with Debt and Insolvent Debtors of the SRC of the Ministry of Finance of the Republic of Kazakhstan Meruert Sisembayeva and others spoke.

According to Ruslan Zhaikeev, the chief specialist of the Department of Non-production Payments of the Department of State Revenue in Astana, since 2023, employees of quasi-public sector entities, namely employees of the field of medicine, education, are required to declare their incomes in the form of tax reporting 250, in the future - 270.

"The declaration of form 250 is provided for fixing accumulated assets and liabilities on the date of entry into the declaration system. At the same time, it is not necessary to reflect information about immovable and movable property registered with the authorized bodies of the Republic of Kazakhstan, since we have this information," the speaker noted.

The specialist explained that the property for which the transaction rights are subject to state or other registration with the competent authority of a foreign state is subject to reflection.

As Ruslan Zhaikeev added, this list includes real estate, land plots, land shares, aircraft, sea vessels, as well as money exceeding a thousand times the MCI held in bank accounts of foreign banks located outside the country.

"It is also necessary to specify data on property in the Republic of Kazakhstan and abroad, such as a share in a residential building, a share in the authorized capital of a legal entity established outside the Republic of Kazakhstan, securities, investment gold, intellectual property and copyright.

Cash is also indicated, not exceeding the limit of 10,000 MCI, receivables or payables in the presence of a contract or other document," the employee of the State Revenue Department stressed.

According to the speaker, if there is an expensive property, for example, a work of art, etc., the price of the cost per unit exceeding a thousand times the MCI, an individual has the right to indicate this property in the declaration if there is a cost.

Ruslan Zhaikeev stressed that the deadline for submitting the declaration is no later than July 15 on paper, in electronic form no later than September 15. The declaration can be submitted electronically through the taxpayers' office, the e-government portal, the mobile application Esalyq Azamat.
